At the origins of the Turin paper was the merchant Osip Konovalov, who organized a small underground paper manufactory in 1750. Turin paper was then a curiosity and willingly bought up at the Irbit fair. Ivan Kalmagorov and Maxim Pokhodyashin continued the case of Osip Konovalov at another paper mill, located five miles from Turinsk, across the river.

The activity of this factory was reflected in the correspondence of the Decembrists I.I. Pushchin and I.D. Yakushin. In the late 30s, Turinsk remained a place of exile for people objectionable to the authorities. In January 1937, the Decree of the People's Commissariat of Defense of the USSR appeared to construct six pulp mills in the country. One of them, numbered "three", was referred to as a special construction site of the GULAG NKVD. The history of the Turin Pulp and Paper Mill begins on June 5, 1939, when the first pulping was carried out. It was a small enterprise for the production of high-quality pulp.

In the 60s, the reconstruction and expansion of the plant began. Pulp production capacities were increased by 2.5 times, and printing papers and fodder yeast production were mastered. In the 1970s, a workshop for producing hard fiberboards was implemented, and a site for making white paper products was created. There was a significant re-equipment of the wood preparation, heat and power plants, and treatment facilities.
Over the past ten years, the company has undergone several legal transformations. Closed joint-stock company of workers, Turin Pulp and Paper Plant, is unique in terms of its legal form. There are only two people's enterprises on the territory of the Sverdlovsk region. The law expands their rights in the field of real participation in the management of the enterprise, giving employees the right to vote in solving topical issues at general meetings of shareholders. The total number of employees is 1648 people.
The main direction of the plant's development at the current stage is to reduce the share of energy costs in the cost of production, deep processing of raw materials, improve the quality of manufactured products, master modern packaging design, and reduce the technogenic impact on the environment.
